Not necessarily. I've had things that worked fine under OS3.1 that refused with
the same rexxsyslib error using Scalos. Similarly, Opus bypasses
Workbench.library (which is why animated icons won't work with it), which in
itself could cause problems with other libraries.

As for which libraries can cause this problem, I really can't say for sure. The
HSMaths libs one came to mind because I was discussing getting them with someone
recently, and decided against it because of problems that they have been shown to
create. It's not a big stretch to suspect other patched libraries of similar
behaviour.
